> IIssue: TDA Change (effective OCT 02) eliminates critical 
74B40 

> DDiscussion: TDA change does not address the continued 
need for automation support required by the TIE. The loss of the 
only IMO support for a geographically dispersed group of Title XI 
soldiers will negatively impact their mission. A very large 
percentage of TASS issues are addressed utilizing electronic 
media, and maintenance of issued hardware and software will 
quickly degrade without this soldier. 

> RRecommendation / Impact / Status: TIE McCoy 
recommends conversion of the 75H4 ARNG Title-10 AGR position 
to a 74B4 ARNG Title-10 AGR position. The AGR 74B40 position 
is more relevant to the nature of the tri-component staffing of the 
TIE(s), as two 75H3 positions remain on the TDA.

> Issue: Educating the field about TASS 

> Discussion: TIE-McCoy is coordinating with the ARRTC at Ft 
McCoy for time during the Pre-Command and Full-time Enlisted 
Personnel Support Courses. TIE Staff would like to conduct TASS 
Orientation and Title XI familiarization for incoming TASS Battalion 
Commanders and full-time staff. With dozens of courses per year 
the ARRTC is reluctant to provide dedicated POI time for TIE staff. 
We are exploring creative opportunities (such as lunch or end of 
day) for incoming USAR TASS personnel. This TIE McCoy initiative 
will be in support of all USAR TASS Battalions nationwide. 

> Recommendation / Impact / Status: TIE McCoy solicits input 
from the other TIEs as to specific items for 
discussion/familiarization. This opportunity will enable us to 
educate incoming USAR TASS BN leadership and full-time staff on 
the Title XI nrooram and TIE duties and responsibilities.

> IIssue: Title XI Accreditation Support to Proponent 
Schools during non-accreditation years 
> DDiscussion: Reductions in Title XI strength at 
Proponent Schools requires augmentation to TASS 
accreditation teams. TRADOC has proposed that TASS 
Battalion Title XI assist proponents in accreditation. 
Identification of specific requirements, and how they will 
be funded, have not been established. 

<" RRe commendation / Impact / Status: Use of TASS 
Battalion Title XI assets must be coordinated through 
their respective TIE. TASS Battalions who have just 
completed accreditation are best qualified to fulfill 
taskings for Title XI support. Title XI proponent 
augmentation should not be at the expense of support to 
their own region. DCSED should ensure that proponent 
schools adhere to the timelines and funding guidelines in 
the MOA.

> IIssue: Antiterrorism and Force Protection Training 
Requirements 
> DDiscussion: References: 

a. Message, HQDA, 181932Z Oct 01, Subject: Level 1 
Antiterrorism Awareness Training. b. Message, HQDA, 191252Z Dec 01, 
Subject: Antiterrorism Force Protection Training. References specify that 
commanders will ensure that all soldiers receive Antiterrorism Awareness/Force 
Protection (AT/FP) Level I training and an AOR specific briefing prior to departure 
from home station to an overseas are in a PCS, TDY, TCS, leave, or pass status. 
References also specify that Level I training is an annual requirement for active 
duty service member. References also state that a signed MFR certifying when 
soldiers received the AT/FP Level I training will be placed and kept in the soldiers' 
training records. Web-based training is available , however, documenting that all 
soldiers completing the annual requirement would be difficult. 

> RRecommendation / Impact / Status: If a National 
Title XI Conference is held, conduct the Level I training there. 
TIE McCoy has one, qualified AT/FP instructor and could provide 
the training. This would assure that all soldiers receive the 
required training. In out-years this could be a topic at regional 
Title XI Conferences.
